There was no process. I hang out on Twitter, and instantly recognized that quote because it had already tricked a lot of people. I'm well aware of how ridiculous twitter leftists can get, so I can understand why that quote didn't immediately flag your bullshit detector since there were a number of only slightly less ridiculous tweets that were real.
